Battles against Team Rocket Leaders have changed in July 2024 for , including the team lineup for Arlo, one of the executives you can beat for great rewards. Arlo's new team forces you to learn new counters against the three waves of strong Shadow Pokémon the Leader might use. Although there are some consistencies, you'll have to form an adaptable strategy to have the best chance at victory.

To even fight Arlo, you need to defeat at least six Team Rocket Grunts, such as the Ke Ke Ke Ke team in . Doing this should help you collect enough Mysterious Parts to build a Rocket Radar, an item that helps you find a Leader of the criminal team. Arlo can be one of the leaders detected by this device for you to target and challenge in battle.
