You can make it there by starting from the Church District Entrance Site of Grace and draining the water from the area, opening up a new path into the rest of the dungeon. Take the lift at the end of the hall to the upper floors of the keep, where you will navigate across the rafters until you reach another lift that will bring you down to the back gate.
